THE SCOTTISH AMATEUR FOOTBALL ASSOCIATION ANNUAL GENERAL MEETING 2009 - 13TH JUNE 2009 MAIN DECISIONS SAFA CONSTITUTION 1. Time scales for clubs wishing to transfer from one league/association to another brought forward by one month (Rule 5) 2. Date for all clubs to have someone with a Sports Injury Certificate changed to 1st July 2010 (Rule 6c)) 3. SAFA Affiliation Fees Increased from 1st July 2010 by £20 to £175 for Leagues/Associations and by £10 to £70 (up to 45 members) or £80 (up to 85 members) or £100 (up to 150 members). Under age limit and Futsal clubs up from £20 to £25 from 1st July 2010 (Rule 7) 5. Post of President Elect abolished. Posts of Senior Vice-President and Junior Vice-President created (Rule 19) 6. Serving of Suspensions : if a player with a Match Suspension plays for a club outside the SAFA (for example a Junior Club) he cannot count a match played by his Amateur Club on the same day towards completion of his Match Suspension (Rule 42) 7. Fixed Penalties for Standard Offences : two new categories added - Eyeball to Eyeball Confrontation (3 games) and Head to Head Confrontation (4 games) (Rule 42) 8. Citations: if a player or club official is cited to appear a copy of the citation and reports must be sent to his club (Rule 42) 9. Players exceeding 10 match suspensions in a season: instead of the Committee having the power to take whatever action they think appropriate, the player will receive an additional 3 match or 3 weeks suspension as well as the sanction imposed for the offence reported (Rule 42) 10. Unauthorised Football: A player participating in unauthorised football shall not be eligible to participate in football played under the jurisdiction of the SAFA (New Rule 49) SCOTTISH CUP RULES 1. Eligibility to compete in the Scottish Amateur Cup: clubs must be members of a recognised Saturday Association or League (Rule 4) 2. Cup Entry Fee: to be £15 from 1st July 2010 (Rule 4) 3. Protests or Claims: all protests or claims must be made in writing on the reverse side of the team lines, witnessed and signed by both team captains (Rule 15) DISTRICT CUP RULES 2. Cup Entry Fee: to be £15 from 1st July 2010 (Rule 2) NOT APPROVED A proposal that a £5 fine for receiving a caution in the National and District Cups failed to receive the required two thirds majority. ELECTION OF OFFICE BEARERS The following were re-elected: Angus Mackay (President), George Dingwall (Treasurer), George Watson (Scottish Cup Match Secretary), Robert McGechie (Sunday Trophy Match Secretary)
